Yeah - don't know much about good ol' Chester PA, but due to it's proximity to Philly and the general tone of the article - kinda sound's like one of those urban areas that's a bit "perp infested".
Give these police and politicians and inch in Pennsylvania -and they will take a thousand yards per hour. THEY are the real criminals, and these low-life scum gangsters are only the result of a despotic society which is continually spiraling downward. And it is abbreviated "PA", not "Penn".
