    It's worse than you think:

    (vii) exercise rights and jurisdiction and

    (ii) cooperating and exercising leadership at
    the international level;
    (iii) pursuing the United States' accession to
    the Law of the Sea Convention; and


    And most lovely:

    (c) In carrying out the provisions of this order
    and implementing the Final Recommendations, all actions
    of the Council and the executive departments, agencies, and
    offices that constitute it shall be consistent with applicable
    international law, including customary international law,
    such as that reflected in the Law of the Sea Convention.

    Does this applies to the Great lakes only or to any water source govt chooses?

    The order includes the great lakes and coastal areas and specifically mentions the law of the sea.
    I think coastal areas may have already been subject to the law of the sea and the order locks down the great lakes to clear up any ambiguity.
    JMHO - not a an expert on int'l law.

    They have made it so that the maritime jurisdiction extends onto land from every waterway. There is no longer a separation between land and sea. I used to have all of the maritime laws memorized, but I am too tired to look it up for you, besides I am not in a good mood. It's not like this comes as any surprise, it's been this way for decades.

    It also firms up the role of the EPA and Homo land Security. Those two are trending towards becoming big catch-all authorities within the Fed. Govt. I'm sure it's by design.
    Between those two and HHS via the new healthcare bill, you won't be able to urinate without govt. permission.
