At about 50 seconds in it appears to be a gun confiscation raid 'tho probably testing other aspects of raids. Like Sneaky says it's also to get us used to "training exercises".

Yep, make the people think that this is normal activity, Military walking around and such.
Notice how they never do it up near detroit or cleveland? What are they afraid of getting shot?
They should be practicing in areas that already look like they've been bombed to hell, it's gonna look like that where they are going any way .. erm, that is if they were training for overseas and not here.

 

@BTPost ok how about Flint and Saginaw, them places are 'whiter' but still look like they've had an altercation or two. Not as good as Detroit, But, I know for sure they'd shoot back in Flint. There was plenty of shooting there when I lived there, and that was back in the late 80's. I can only imagine my old neighborhood now. I'll be Google Streetview skipped my old neighborhood.
