Mindgrinder, I hope you know and trust this guy. I sent in for some seed, and passed it on to my tribe. I would hate to see a bunch of people get ripped off. I know it is a small amount, but if a 1000 people respond, then it's not so small. Got my fingers crossed.
I do not know this guy but in the comments of his videos others have got their seeds no prob. Sorry, i should have specified that i did not know this guy personally. would have bought some myself but US only.
A quick search on ebay yields results for various types of seed, from multiple sellers. Looks to be about the same price, give or take, as the seller you listed in the OP - and you can probably get them shipped to you. Funny you posted this today, as today is National Smoke a Cigar Day! I know I'd never be able to make a good cigar and that I'd be fooling myself if I said it was possible, (there is a LOT of skill involved in that industry, at many levels) but a good homegrown cigarette might be possible. If nothing else, my daughter enjoys gardening with me and we'll have some pretty plants to look at.
