Sounds like a national civilian security/military unit to me in their mandate above..... Reporting directly to the President thru DHS... In my opinion, this is the force Obummer mentioned he wanted to create. Buried in these DHS allocations and not discussed in the media for public consumption.
I would agree. Me thinks this might be where all those new young FEMA corp. recruits report to. young, pre-programmed, to "assist" in those door to door searches, and grunt work. where ever they are needed, weather it is delivering sand bags, and water, or carrying away you guns. fetching the body bags, or more ammo.
I'm not even going to need to see helmets or shirts. If they are all wearing the same 'Kit' Carrying guns. coming in my direction I'm calling it a Target. if after all heck breaks loose, unknowns carrying guns in a threatening manner .. I'm calling it a Target.
In my domain, it only becomes a Target if it is still unknow after being hailed on Marine Radio and is inside 1000 Yds. If they answer the radio, they may leave unmolested, if they refuse to leave, and get inside 500 Yds, they become a Target. If they are known, then they can come and tie up... And we can chat...

This is not tin foil hat stuff..... this is where the SRT teams reside. One of my SF "friends" was stationed in Seattle on one of these teams until recently..... fiction can blur with reality some day's but not in the regards to these teams being established across the country to facilitate local interdiction as needed. Or to too coordinate and direct local LEO establishments in an "emergency". My "friend" could pull out a E-9 military ID card, US Marshall badge and a DHS badge as needed. Multi-jurisdictional stuff... to quell most decenters within the local official parties as needed.
