ETA: In Louisiana, yes. Pistol, rifle, shotgun...no paperwork required as long as no tax stamps are mandated.
On top of that, selling homemade weapons have additional restrictions and regulations.
Also, the regs in the OP are here: http://www.atf.gov/sites/default/fi...ling-2015-1-manufacturing-and-gunsmithing.pdf

Selling a home-made firearm is problematic.
    Best to just keep it.

IIRC it could be sold if serialized, and the ATF has a narrow standard of what "serialized" means.

I'd still not sell it. You want to be the manufacture of record when bubba handloads a double charge?

I believe that they are broadening the definition of Manufacturer with their current ruling. They are trying to clamp down on build parties where a person has equipment that they use in business.

Anyway, again, I'd not want to be the manufacture of record when bubba blow his hand and right eye out. It's a lawsuit I'd avoid by keeping the firearm. Just my two [btc]

You don't make money with that drill press as part of a business do you? If so, you might be one of those 'Manufacturers' !

    Thanks. [sarc1]

At this point it's a decision re: a desire rather than a failing at a pressing need. If I really want one I can get one before bed at Home Depot for $99 (and for all I use/would use it for it'd be overkill).

For that matter I could probably do it with the $50 Dremel press (already have the Dremel).

No I don't and if I had one I sure as heck wouldn't be selling it for any price either. [tongue]

I have most all of the tools needed for any modification/creation and so on, including a drill press amongst other needed items... My dad was a machinist in his last career and when he retired he was intending to sell all of his lifelong tools... I asked him what he wanted to sell them for... and cut him a check. Dad has taught me much that I did not know... I can now take a block of metal and make it into something useful. But I would not admit to ever using it for anything related to this 80% manner nor ever sell any created item to some dumb ass that may rat me out when the ATF came a calling. What I do with my tools are for me and my family... nothing more :)

You might want to think more in line with a good milling machine.

Lucky you are Yard Dart to have the chance to purchase your Dad's tools. Although all us kids grew up in my Dad's shop, he being a class mechanic/welder/body man/auto painter/rancher, my time in the mil and his untimely death meant that his fixed tools were sold at auction since I continued to move about and just the expense of shipping them to Hawaii would have more than I could afford.

None the less over the years I have accumulated a fair amount of tools and highly recommend the same for any one.

The basic skills I was taught by my Dad are priceless and the ability to weld thin metal with an acetylene torch and to understand colors of metal for heat treating has no price that any one could pay.

Take care of those tools they'll last you a long time.

The ATF may have to watch their step in states like Idaho, Wyoming, Montana and maybe Alaska. They have their own FFA ruling for manufacturing. In Wyoming I think there's a law to arrest Feds if they try enforcing this type of law?
