Concealed Carry Reciprocity Act of 2017 Passes House!

    National concealed-carry reciprocity moves forward today as the Concealed Carry Reciprocity Act of 2017 cleared the House floor. If the act becomes law, people with concealed-carry permits will be able to carry concealed firearms in every state where permitted.

    “You’re not going to see mobs of people carrying concealed [weapons] into Times Square,” said North Carolina Republican Richard Hudson, who sponsored the law. “But law-abiding citizens who may be passing through one state to get to grandma’s house in the next state aren’t automatically going to become a criminal.”

    “There are more than 16 million concealed carry permit holders in America,” explained Gahanna, Ohio Police Chief Dennis Murphy. “That number has surged in the last decade, and at the same time, violent crime has declined nearly in half. Law-abiding gun owners are not to be feared or mistrusted. We should focus our attentions on those who commit offenses against others, not those who simply wish to protect themselves.”

    The act passed largely on party lines although there were outliers on both sides of the aisle. The version was passed as-is without a motion to recommit with instructions.

    “For the millions of law-abiding citizens who lawfully carry concealed to protect themselves, for conservatives who want to strengthen our Second Amendment rights, and for the overwhelming majority of Americans who support concealed carry reciprocity, Christmas came early,” said Hudson.

    The NRA calls it “the most expansive piece of self-defense legislation in the history of Congress.”

    “This vote marks a watershed moment for Second Amendment rights,” said Chris W. Cox, executive director of the NRA-ILA. “The Concealed Carry Reciprocity Act is the culmination of a 30-year movement recognizing the right of all law-abiding Americans to defend themselves, and their loved ones, including when they cross state lines.”

    “This bill ensures that all law-abiding citizens in our great country can protect themselves in the manner they see fit without accidentally running afoul of the law,” said Cox. “We now call on the Senate to take up and pass this critical legislation.”

    Permit holders would still have to follow all local and state laws in the states they carry in. For gun rights supporters this is positive news, while anti-gunners are already calling the move “disastrous.”

    The argument against concealed-carry reciprocity is that some states have high standards for concealed-carry, and these states would have to recognize carry permits from states with very open standards.

    This would also let gun owners get out-of-state carry permits to carry at home, even if they could not normally get a concealed-carry permit in their own jurisdiction. This will undo the work many states have made to make it hard for people to get carry permits.

    “House Republicans just ignored opposition from law enforcement and the public in order to eviscerate state gun laws and make it easy for people with dangerous histories and no training to carry hidden, loaded guns across the country,” said John Feinblatt, president of Everytown for Gun Safety.

    Whether it will be signed into law is another matter. For supporters and opponents of national concealed-carry reciprocity, there is much more to do. A big part of that is the controversial Fix NICS Act of 2017.

    Fix NICS is a law intended to strengthen the current background check system. It has strong bipartisan support. But some people question how far Fix NICS will dig into people’s backgrounds, potentially blocking thousands of people from buying guns with no sense of due process.

    Legislators and lobbyists on both sides of the issue want to link Fix NICS with the Concealed Carry Reciprocity Act. Some believe that combining the acts will produce enough momentum to carry both into law. Others believe that the reciprocity bill will poison Fix NICS — or vice-versa — in order to block both laws from going into effect.

    Time will tell if this is symbolic victory for gun rights or the first step in establishing national concealed-carry standards. And if one or both of these laws are passed, there is always the possibility that the next fight after that will be in the courts.

    Good, so wtf happened to the hearing protection act?

    Everytown is a pig manure compost pile, every lib or con with greater than 1/3 of a functional brain knows this.

    These states didn't make it hard for law abiding people to arm them selves, it provides a safe work environment for criminals. No one ever worries about whats good for the criminals besides liberal politicians.

    Wow! This is a "HUGE deal" (isn't that what Biden told Obama upon the AHA passing? LOL!) so why haven't I seen any press on it, not even on Fox?

    But, I am a bit confused by it also... You see, I was of the understanding that this was already legal with states where we already have reciprocal agreements? In fact, my 'Enhanced Conceal Carry' specifically stated that Idaho had reciprocal agreements with 38 states. Now, one has to abide with any laws that state has but our permit is valid there so...So, I am confused exactly what this law does for us.

    I am going to take a shot and say that this makes those individual state agreements unnecessary...which I suppose is a good thing...but does nothing for me personally unless...unless this makes my CCW permit legal say in California which I highly doubt...

    I read this statement to mean exactly what I questioned above, in that, my Idaho permit is now valid in California...until California finds a way around it.

    Not expected to make it through the Republican controlled Senate, however. It's the same old song and dance - "See? We tried! If only you would donate more money to our campaigns we could have gotten this through...". Hope you all enjoy the show, I'm certainly not going to.

    Somehow they think that empty promises will get us to turn out for them in the mid term.

    Regardless of the trumpeting from on high about this being a "win" for gun owners, it does not help me get thru MD to VA or thru NY to VT from here. Reciprocity is fine, and when it gets like driver's licenses, we can crow about victory. In the meantime, the restrictive states need to get their laws off the lows.

    "All politics is local." Just as true now as it was in the day those words were spoken. Send your activist money to the state organizations where it might do some good other than funding national level fund raising.

    Seems I heard all the negative comments before when CCLs were first fought for in my state. Now I carry in all but a few places in the State Capitol and most any place else, not that I didn't carry where ever I needed before.

    Takes time to change laws enacted in 1865 and even then it was all about controlling us. It ain't gonna happen over night but we have to keep fighting the Dems.

    The Dems will always play the Race Card, or the Kid Card or any Card they can find.

    Do not forget the outright lies, lies of omission, and media collusion in the spreading of these lies. If a lie is told loud enough, often enough, and told by people you thought you could trust, such as teachers, friends, celebrities, politicians you held in high esteem and voted for, established polished credible news commentators, the Pope, or your Priest or Minister or church elder. ..... in many of these cases the sheeple and the dumb masses will believe the lie they heard last or the most. It is a sad fact.

    The problem is that highly restrictive States can dictate the "equality" of acceptance, this requiring us to obtain those standards or requirements, OR, the feds step in and demand minimum parity. California will likely block this and who knows how far that would take things, but as we have seen, that State has no issues blocking FED LAW when it suits them. At the least, the Fed steps in and tells .ca. that as long as you and I follow their ultra restrictive standards, we are fine. California doesn't issue carry permits at all, and this will create a problem with gun owners in that State, and i say good, make .ca. back down!

    Ditto! I always carry laws be damnd! I also carry a evil double sack high cap magnum performance pistol, and a back up, cause that's how I roll. Can't wait to tell cali to pound sand when they pitch a bitch about folks like me that dont follow comunist rules on mag capacity or a banned type of firearm. I also carry a rifle, usually the evil black type with all those evil features that get politicos panties in a bunch! Eff um, dont ask, dont tell!

    I am of two minds about this Act. I can see Pros and Cons on both sides. ANYTHING can be used for evil, by those bent that way.

    The good or ill of this comes down to the way the Fed makes it stick and forces the Several States to comply with it. If the language can force States like Cali, and New York, then we have a major win and it opens the door to removing more restrictions, however, those same States can block it, and then block actions to punish them, so we will see how it all plays out!

    I am glad to see I wasn't off track as seems all see this like I do...

    But, I need to speak up about California... If anyone here thinks the Federal government is going to get California to back down or even change - well - I am giving odds you are wrong. Remember, money counts...and nothing else does...and it that regard California's economy is HUGE! I am not sure what it is now but recently it was the 7th largest economy in the world. Plus, the world's biggest and best propaganda machine plus all the glitter whackos toe the party line as overpaid and pampered cheerleaders: Hollywood. And, less you forget - what was their reaction to the Federal (Trump) crackdown on sanctuary cities? They turned the entire state into a sanctuary - wrote the Bill and voted it into law (still not sure governor sign it) so fast it made one's head spin. And, to pour salt into the wound, remember those Dem hard-liners, like our dear, dear Nancy Pelosi? I ask you, who else could get a law passed that is so verbose and so many pages that lawmakers couldn't find the time to read it (never mind study it), admit in the public record that "We have to pass it to know what is in it" and STILL retain office time and time again? Name me one damn Republican or even an Independent that has that kind of track record! I'd love to know how much money was in her account when she first came to office and how much she has now - she deserves every damn penny! Hell, she has taken scalps and counted coup and I know she is wallowing in the big bucks! And, you want to tell me that the Federals or even Trump is going to change California? Not until they go bankrupt...which probably will happen again quite soon. Otherwise, they don't have a chance...

    I know @Bandit99, but that is because the Federal Dollars roll into California. Curtail that and they will have to raise taxes on everything 100% just to maintain status quo. They think they are a big deal but remove all the government contractors and services and the state would fall apart.

    AlaskaChick is a bit upset with the Repubs, in the House.... They can Pass Reciprocity for Concealed Carry, in just a few years, but can’t seem to pass Reciprocity for Nurses in two decades... I mean they already have Nation Board Testing, to get an RN, but do not seem to be able to get Reciprocity between the States for Licensing....
