    When Hurricane Katrina was hitting New Orleans I wondered about all the people didn't even own a cheap inflatable raft. They live at sea level and cant spend a few bucks.

    The first rule of navigation is "KEEP THE WATER OUT OF THE BOAT." That involves not paddling in water full of sharp things so the inflatable doesn't sink (and keeping your wits about you.) On the other hand, having something that floats, even for a short while, beats swimming the whole distance in the sewer.
