I like this idea. I think they should have 31 in December, and every four years have a December 32nd.

 

13 months of 28 days each (4 weeks per month)
An extra day (called "Year Day") at the end of the year, which does not belong to any month
In leap years, an additional Leap Year Day is inserted as a standalone day
Years divisible by 100 would not have a leap year day.
