In the olden days, if you were poor and no work was available and you had a good reputation in town there were folks that might step in for you to help you find work or loan you food to get through. The problem with government stepping in, is that people tend to think they are entitled to help, and their behavior was not a consideration.
In Bible times in the book of Acts, people were donating money to feed the poor, some did it with good intention and some did it with wrong intention. There was guidance Jesus gave for giving,= do it anomalously. this guidance among doners was ignored and problems arose because of it.
The disciples established a rule among receivers that if you did not work you dd not eat, this was to curb abuses people tried to abuse this kindness.
Helping others is noble, however I believe it is best to find God's instruction in such matters, case by case.
