I think the losing of a congress seat is not so much about the vote but the census count. More population, more seats.

 

It's both: There is no doubt that blue cities and states are not only allowing but encouraging illegal aliens to vote in American elections.

 

There has, for years, been credible stories circulating about the democrats going out and rounding up illegals and bussing them to the polls to vote for the dems. Illegal but when did that ever stop a democrat? That's why they are so strongly opposed to ID required for voting.
