Bigger than The Evacuation Of Dunkirk in WWII in 1940? A huge number of civilian ships, fishing boats, ferries, etc. were used to pull the British troops off the beach at Dunkirk during the Fall Of France.

How about Operation Hannibal, the Baltic Sea Evacuation of 1945....

• The Operation: From January to May 1945, as the Soviet Red Army rapidly advanced into East Prussia and Pomerania, the German Kriegsmarine organized a desperate withdrawal across the Baltic Sea. [1, 2]
