Probably for the same reason doctors offices are now wanting to know your race and your heritage background. I am unsure of why but the Drs said it was because if you went to a neighboring sate and got into an accident some heritages respond better to different treatments. Sounded like BS to me. In regards to the Hispanic vs. non-Hispanic could be that some Hispanics think of themselves as white.
Who knows why the gov't wants something, but WHY would they need to know the breakdown of Whites/non-whites/hispanics/non-hispanics buying guns? Well I thought anything dealing with the BATF and filling out gun forms would have gone into the gun forum, that is why I put it there.
Simple answer is if you are anti-gun, you would want to know the demographics of who HAS guns. You would want to know what your voters's values are, so you know how better to appease the masses, and what line to spout. It would be foolish to attempt gun control measures, when everyone in the room is packing iron. Any info they can gather helps them position themselves better to the majority of voters.
