Anyone else hear this on the news - In North Carolina, there are so many illiterate Spanish immigrants, there is now a program to teach them to read and write in Spanish. Supposedly, they are unable to learn English because of their literacy failure in their native tongue. The Mexican government is offering some grants and Spanish textbooks to help educate the very people they failed to educate on their native soil. uhmmmm Quite a plan we have here!
This, along with the odd laws makes me less interested in NC than I might have been. I wonder if there is a direct connection between NC and Kali?
Was this concerning adults or students in the public education system? Don't even get me started on the funding of ESL programs in public schools. I don't know if all states do it this way but here in Oregon, the richest school districts are the ones with the most ESL students. You see a white (caucasian) student is a factor of 1.0, while an ESL student has a factor of 2.0. Twice as much money is alloted for students in an ESL program and the money must be used for these programs, nothing else. While student activities, field trips, music programs, sports programs and whatever else is being cut out of the school budgets, there is plenty of cash flow for the ESL programs. I do believe this is a federal mandate and is part of George Bush's No Child Left Behind Act, I'm not 100% sure if it's part of this Act or not. There is alot of money involved in funding these programs in our schools, while the rest of the school's population suffers with budget cuts.
The way I understood the news report, its a combination of public and private funds augmented by the grants from the Mexican government
I'd be curious to know just how much of the funding is provided by the Mexican government, some how I have the feeling the taxpayers are footing most of the funding, maybe not but it seems to be that way when it comes to bureacracies spending our money.
