This may be in the wrong place, and I'm not even sure if it's true. I wouldn't put it past the Feds to want to spend like this (lifted from sigarms556.com):
I thought you all might appreciate this fine example of standard government logic.

Never spend $1 on an instant cure (a bullet) when you can spend $10,000 to leave the problem unresolved.

The Sierra Club and the U.S. Forest Service were presenting an alternative to the Wyoming ranchers for controlling the coyote population.

It seems that after years of the ranchers using the tried and true method of shooting or trapping the predators, the Sierra Club had a "more humane" solution to this problem.

What they were proposing was for the animals to be captured alive. The males would then be castrated and let loose again.

This was ACTUALLY proposed by the Sierra Club and by the U. S. Forest Service. All of the ranchers thought about this amazing idea for a couple of minutes. Finally an old fellow in the back of the conference room stood up, tipped his hat back and said; "Son, I don't think you understand our problem here. These coyotes ain't f***'in our sheep - they're eatin' 'em!"

I've never known Sierra Club to advocate for TNR. Doesn't mean it didn't happen.... stranger things seem to happen daily but.... It's more likely to have been HSUS, PETA, or maybe one of the Save the Wild Mustang groups (think foals) if there's truth to this. The FEDS do have a history of catering to questionable at best "stakeholders".
