The tooling, at it's most basic, is a standard hand-held woodshop router, a couple of carbide end mill bits, a drill press with 2 specific sized bits.
The jigs, if you use them, are over the counter, as is the 80% blank.
I can't see (in a civilized world) any restrictions on lending stuff I can buy at Lowes. or McMaster-Carr.

Yes you can. They must have a serial number though. You cannot manufacture them with the intent to sell. So basically if you were to shoot it for awhile then sell it as a used weapon you're ok. This is a bit of a grey area, but legal at this point. I would not walk into a gun show with 5 rifles using built lowers and try to sell them.

Yes you can loan your tooling. As long as the person wanting/machining the lower does all the work it's no different than me loaning you my table saw. I cannot help you set it up or have any hands on during the machining process. You do the set up and the work, it's your receiver.

The FedGov is unlikely to allow this, even if they have to put military trucks on the road. I do find it interesting - rumor wise, as it ignores history. Simply because these have been threatened in the past with a giant no-show...

There is no way that I will ever be convinced that senile crook didn't steal the election...and the Republicans let him!

What I find ironic is a week ago I wrote a post trying to convince Motomom34's son to vote because he said 'it doesn't matter'. Now, one week later, I am saying I will NEVER vote again in this country because the system is compromised so 'it doesn't matter.'

During the communist takeover, the southern communists and the N.V.A. forces organized so-called liberated zones, conducted indoctrination sessions, rationed food, conscripted youth for labor and combat, and identified enemies, and sometimes their family members, in the local population for denunciation and death. Former members of the Struggle Movement who had fled Hue in 1966 and returned with the communists in 1968 were intimately familiar with the city and became instrumental in marking people for execution.

Not only were government and military officials massacred, but so were innocent civilians, including women and children, who were tortured, executed or buried alive. After the battle, thousands of people were missing. People did not know where their loved ones were; they roamed the streets, searching, digging and finding bodies. The people of Hue even found corpses in the Citadel and around the emperors’ mausoleums outside of the city.

Within a few months, people started to find mass graves. The body count continued to rise with the discovery of more graves through the fall of 1969. By then, the total number of bodies unearthed around the city had risen to some 2,800, and kept rising. The massacre of unarmed civilians on such a scale left a deep scar in the memories of survivors.

In 1971, journalist Don Oberdorfer’s book Tet! revealed vivid eyewitness descriptions of what unfolded when the VC took control of the city. Stephen Miller, a 28-year-old American Foreign Service Officer with the U.S. Information Service, was in the home of Vietnamese friends when he was taken away by the VC. They led him to a field behind a Catholic seminary, bound his arms and then executed him. German doctors Raimund Discher, Alois Alteköster, and Horst-Günther Krainick and his wife, all of whom taught at the local medical school, thought they would be safe as foreign aid workers, but the VC came and took them away. Their bodies were later found dumped in a shallow grave in a nearby field. Similarly, two French priests, Fathers Urbain and Guy, were seen led away. Urbain’s body was later found, bound hand and foot, where he had been buried alive. Guy’s body, with a bullet in the back of his head, was found in the same grave with Urbain and 18 others. Witnesses reported seeing Vietnamese priest Buu Dong, who had ministered to both sides and even had a photograph of Ho Chi Minh hanging in his room, being taken away. His body was found 22 months later in a shallow grave along with the remains of 300 other victims.

Making the Viet Cong list of “reactionaries” for working as a part-time janitor at the government information office, Pham Van Tuong was hiding with his family when the VC came for him. When he emerged with his 3-year-old daughter, 5-year-old son and two nephews, the Viet Cong immediately gunned them all down, leaving the bodies in the street for the rest of the family to see.

On the fifth day of the occupation, the Viet Cong went to Phu Cam Cathedral, where they had gathered some 400 men and boys. Some had been on the enemy’s list, some were of military age and some just looked prosperous. They were seen being led away to the south by the VC cadres. It was apparently this group whose remains were later found in the Da Mai Creek bed.

Army officers who helped lead the North Vietnamese assault that led to occupation of this city for 25 days admitted recently that soldiers under their command may have committed what one officer called unspecified "mistakes."

Measured against the accusations, and evidence, of thousands of planned executions by their forces, concessions of "mistakes" may seem small. But for the Vietnamese, who never had officially conceded the slightest fallibility in their fight to "liberate" the south, it seems an unusual shift in the official line.
