Cedar Rapids, IA - after/during the recent flooding. I don't know what they are doing, but the first few seconds of the clip you hear something about a "partial collapse".

So, they could be doing "welfare" checks to see if anyone got stuck in a house, or, well I don't know what else they would be doing.

 

Possibly the home owner was on his front lawn questioning (i.e"harassing" ?) the entry and inspection teams" ....same old same old ("you're a citizen, if you're not cops you're little people)....
