Given the robust and qualified leadership that we have at the moment in the USA and the pro constitutional bias of the civil service and the agencies in all levels of the government, that pdf is indeed frightening.

Has anyone ever actually determined exactly what this HAARP is all about? I read all sorts of theories on it, but no one seems to have any creditable information on it! What is it, what does it do, why are we spending all this money on it?
