The only job he is worried about is his own. This is a ploy to gather Socialst-Democrat votes. from those who care more about foreign workers than Americans.
This is for foreigners and Americans are excluded. It is same crap as 0bama's Dream Act which provides for the children of illegals and as usual excludes Americans.
