The long-time classic WRTH (WRTH Online) is on line as well.
World Radio TV Handbook has been around since 1947.
(World Radio TV Handbook - Wikipedia) for a wiki history.

Why is the WRTH considered so accurate?
"International broadcast SW frequencies change twice a year. The 'B' season comes into effect at the end of October each year and the 'A' season at the end of March. It typically takes 4-6 weeks after the start of the season for the broadcasters to settle on the final frequencies they will use, although changes do continue to be made. We monitor all the frequencies and changes before releasing our information."

Alas, like much worth owing, it is not free.

For the USofA there is the Radio Reference website - which is free.
RadioReference.com - Scanner Frequencies and Radio Frequency Reference Database

Many UTE frequencies (like your local sewer and water dept) are listed. Might not be as exciting as listening to the cops, but if the pumper trucks comes to your neighborhood....might be nice to listen in...
