Because we've always done it that way is pretty much the nemesis of progress and improvement. It appears that our president has taken that on as a challenge, right along with the legislature. Times they are a changing .. for better or worse .. I do not know.
Welp, we do have those documents that spell out exactly the how and the why, so progress and improvement is quite possible as long as those rules are followed properly! Me thinks our POTUS is doing a good job despite the stiff resistance from the good ol boys club, and it's draining of the swamp that makes them hate on him so much, they are in absolute fear of him and what he could do to them! Remember, he is a businessman and quite vindictive with those who wrong him and/or his family!
