That really is the question..... what percentage of folks will go guns blazing and how many LEO's will not perform their orders. The other question is how many civi and LEO bodies will stack up before the state flinches? And a final question.... what will the take away be nationally, because if the state wins... the rest of the nation could be in the same situation of to many sheep/cowards, that the few will not make a dent and lose. I vote for the "fighter behind every blade of grass" crew......!!!!!! United we stand and divided we fall.

I was unable to find that "letter" on the CT State cop website. However, the provisions in the letter are on the site. If you are staying silent about what you have, feel free to do so, but if something else triggers them and they find the contraband, the hammer falls.

There is a "School of Thought" on this issue, and a HISTORY. Back in the Day, when SWAT was first introduced to Civilian Police, Many of the "Cowboy" type Officers went for the Training, as a way to boost their Egos, and Manhood. Early Training Officers were usually former SpecOps People, just reTired, and just PLAIN TIRED, (VietNam) and most of the training was in teaching these Cowboys, that there is a LOT more to Shooting than Pulling the Trigger. These Vets had seen WAR, and never wanted to see it AGAIN. The mantra was "One Shot, One Kill" ... If you had to use Deadly force, you made the One Shot, and that ended the engagement. Some of the Cowboys, actually learned from these older Vets, Small Unit Tactics, and Marksmanship. Some didn't, but they were largely weeded out, because Unit Commanders were usually ExMIL Officers who had Commanded, Squads, and Platoons, in the field, using the Doctrines, of that War. Those were adapted to fit, usually, the Urban situation, of that time. One High Site Sniper, a Entrance Team, of three or four, with a Big Hammer, for Breaching Doors, and SemiAuto Version of the subMachine Guns of the Day. The Unit Commander was Last in line of the Entrance Team, and they were rarely called out, unless it was a MAJOR, and I mean MAJOR Issue. Things didn't change a whole lot, until the Florida FBI Fiasco, and the California AK47 Bank Fiasco. The Chiefs felt their people were "Out Gunned" by the Bad Guys, and the SWAT Response was NEVER going to be fast enough, unless many of the Street Cops were SWAT TRAINED, AND EQUIPPED so that a Team could be formed, from those who were closest to the Incident, to contain the Perps, until the BIG Boys ARRIVED.

So now the Tactics changed, but the Weapons did NOT. Only Sergeants had Shotguns, No one had Rifles, simply because the Chiefs didn't trust the Street Cops with anything bigger than their Issue Sidearm, which MOST could barely quality with. Then the .GOV, under Clinton had a TON of old M16's they needed to dump, so they could outfit the Troops with M4s. So they gave every Podunk Cop Shop, and County Sheriff, a load of Full Auto M16s, to pass out to the Troops. Most of these "Troops' had never handled a Select Fire Weapon, and there were a whole passel of Training Incidents, and then most were converted to SemiAuto, so that the locals could actually work with the Weapons, Safely, and IF they had a SWAT Team in that Cop Shop, they got the SelectFire Weapons. Lots of Book Training went on, but still little actual Weapons Training, or Field Work, and again most Cops could barely Quality with these new Weapons. The First Vests showed up about this same time. SWAT got the Good Stuff, and the Street Cops got what was left over, or bought their own.

Then came the Mideast Wars, and those were mostly Urban Fighting, once the Tanks Battles were ended. Small Unit Urban Tactics became the NORM, instead of the Platoon taking Ground outside the cities. We trained a whole Generation, in Small Unit Urban Tactics, unfortunately many never got to the Battles, because of the IED Infestation of the Routes in and out, took many of our finest. Again Tactics changed, and these issues were slowly dealt with, by UpArmoring the Humvi's, and Transports. When these Troops were mustered out, they went back to their Jobs as Cops, or they were Hired to replace many of the Vietnam Era Vets who were retiring. They had a whole different theory of how Police should do the Enforcement Job. They came with a lot of .MIL Tactics, that made Total Sense in WAR, but not so much Sense, in Law Enforcement. This is when the "Everybody goes Home, SAFE, at the End of Shift, no matter What" mentality started to be seen, and the "LEO" Badge became the Label, instead of the "Police", Cop, Pig or Deputy". This is when the "WAR on Drugs" really ramped up and No Knock, Warrants became the NORM rather than the Exception. We have a WHOLE CLASS OF LAW ENFORCEMENT, trained, and schooled to be very effective in an Urban WAR Senerio, now operating in the Urban Law Enforcement Senerio, and bringing along with them, their "Everybody goes Home, SAFE, at the End of Shift, no matter What" Mantra from their WAR Days. They rode into Battle in the Armored Transport, and now they expect to do the SAME with their Newly acquired spiffy New Wheeled Tanks. These are spruced up Old .MIL that .GOV needs to DUMP, so the .MIL can get NEW Ones that actually Protect the Troops, from IEDs. No one is using IEDs in the USA.... YET.... and It isn't the SpecOPs Professional Soldiers that are leading the way in LEO Training, these days. Most of them, when they leave .MIL do one of two things. One, they go and HIDE in Plain Sight, as they NEVER want to "Go to WAR" AGAIN. OR Two, they Go into Private Contracting, (Mercenaries) "Have Gun, will Travel" Types that are just looking for that next Combat Thrill. Some do go to LEO School, but many get weeded out, because Cop Schools now have Psyc Evals that are getting tougher by the hour, due to Law Suits, and Outrageous Conduct, and Constitutional Violations.

So this is where we are today. MANY of our Monkey LEOs have years in the field... They ALL do good Work, and abhor the Cowboys in their Midst. Some are Training Officers, and are doing the weeding process, to find the Good Ones, and Train them Up right, and dump the Bad ones that will mess up and give the profession a BAD Name. And NOW we come to Connecticut.... and Who is going to Obey, and who is going to Cowboy, and who is going to Keep the "Oath Of Office" that they SWORE to, MANY TIMES OVER.... Only the Good Lord and time will tell those answers....... Just waiting, and watching, from behind 250 miles of Alaska Wilderness....
