Warning.... ATF changes Rules on Making Receivers for Personal Use......

    Got an eMail from a reputable source, that ATF has redefined WHO is REQUIRED to have an Manufactures FFL License, for making Finished Receivers, for ANY FireArm, in the USA. The NEW Rule states that ANYONE who Makes, or Finishes, an 80% Receiver, is NOW, considered a Manufacture of FireArms, and therefore MUST comply with the Gun Control Act of 1968, as amended. this means Licensing, Reporting, and Documenting Serial Numbers on such Receivers, PERIOD...

    This is a MAJOR change, and is NOT in agreement with the specific wording of the GCA as amended . I suspect it will be challenged in Federal Court, but in the meantime be very, Very VERY CAREFUL, if you are or possess, such an 80% Item, and plan to finish it.....

    Well, isn't that special. I wonder how many 80% were sold as Christmas presents. There seemed to be a lot of sales on those.

    That just plain sucks...... I've been waiting for the time when I had money and the tools. Now I can't buy the receiver!! [wannamesswitme]

    oh you can probably still buy one. It's just the act of machining it, may turn problematic. From my read of @BTPost notice above.

    It would be so sad to purchase one or more of the 80% receivers and then lose them before you could finish them. And that wouldn't need to be reported since the are just blocks of aluminum.

    So very sad indeed.

    On a serious note, I wonder if they will have to start serializing the 80% blanks.

    My honest fear in this is that they will demand sales records and then stormtroop their way into your home and demand to see either the blank or the finished receiver. If you have the blank still they will note it and stormtroop you every 3 months to make sure you haven't turned it into something other than a paperweight.

    This is not a good thing and 80% is 80%, it would include the 1911 @VisuTrac

    If you are going that route, you may as well buy a bunch of AR-15 80% lowers as well (same page).

    If they are coming to check on the state of 80% lower state of machining, we've got bigger problems than that.

    AR, AK, 1911's, PPsH's, Suomi's, Stens, Uzi's, HK's, RPK's, 1919's, .. etc.
    Unfinished receivers exist for all of them.

    There are a number of home builders out there. Wonder how many people have whipped up an AK from a parts kit.

    The idea of changing the rules is like closing the barn door after the horses have fled and the barn burned down.

    The word over-reach comes to mind.

    Ordering off the interwebz kinda defeats the purpose of having an 80% receiver.

    Gun show / private sale + FRN's = privacy

    ATF changing the rules while the Kenyan administration is pulling the strings, I am shocked. [sarc1]

    When the new Senate comes in it will be time to impeach the POS traitor that thinks he's a dictator.

    Or atleast its that way in Lousiana??
    no law saying you have to be a gun dealer to sell a gun ...

    Depends on your states law.
    In Michigan, long guns and shot guns in the secondary market (not through a FFL holder) typically do not have trackable paper work.
    Pistols on the other hand, yes, buyer must have CPL or Purchase Permit and the gun must be registered with the state police.

    YMWV depending on your location.
