The business model of producing electricity centrally, and reticulating it via wires and poles is going the way of vinyl and CD music. The more expensive it becomes, the more incentive there is to go solar, or other alternatives to coal, oil, nuclear, or hydro power generation.

You just have to take advantage of the "Cabin" exceptions clause in a lot of States. If you put any kind of Public Utility Gas, Elec., Water etc. you are subject to building codes and applicable permits. Arkansas only requires a septic system as part of any structure your going to build. I don't know whether a composting toilet argument would hold up? We never got that far into it.
Gotta nail you one way or another. If this settles out in favor of those who have installed solar panels, TEP will end up elevating electric rates and introducing new fees for everyone. If that move is blocked by the Arizona Corporation Commission, they may simply decide to cut back on power production and introduce rolling blackouts, a nasty situation for its customers in the punishing summer heat. Solar panels are becoming more and more popular as TEP has jacked up rates for years and people seek relief. If the utility thinks it's suffering, it only needs to look in the mirror because it drove its customers to seek a more cost-effective option. But still, the utility holds all the cards because cooling is such a necessity. Just my worth.

The problem is In some areas there so all poles and lines did not reach back there infill the late 2000S time frames.so a lot of the people where off grid and others gen sets and solar panels before they got into the are I told one of them that they could keep there power lines because I do not need them
It would be best to do what we are doing then. . Do not hook your solar to the grid. Just power part of your house and continue to buy power from them . It just means we use less. Are they going to start penalizing us for turning off the lights next?
My son lives just outside Austin TX. He can buy power from one of several power generators - but he pays a fixed month fee for the delivery...wires ain't free He pays $0.04 / KWH and sometimes less as it is wind power. For a while he just payed the 'line fee'. Competition is great - if the State will allow it.
Here, if one has wind generators and spin the meter backwards past what they consume; the power company reimburses them.

RIGHT NOW ...about 8% off the power production is solar
