    Homeland Security Presidential Directive (HSPD)-8
    , National Preparedness, describes the way United States Federal agencies will prepare for an incident. It requires Department of Homeland Security to coordinate with other Federal agencies and with State, local, and Tribal governments to develop a National Preparedness Goal with Emergency management. Congressional laws enacted, following the wake of 9/11, which resulted in new developments in the way security was assessed and addressed in the United States, to prevent and respond to threatened or actual domestic terrorist attacks, disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal. HSPD 5, HSPD-7, HSPD-8, and HSPD-8 Annex 1 are directives that deal with the preparedness goals.

    I'm posting this simply because I haven't seen anything posted about this latest edict.

    Interesting, dated 2011, yaks about how the agencies will prepare responses, but nothing about the plans. Someone dropped the ball? (Nah, that would never happen.)

    (At the end of the program, the Student will, 80% of the time, be able to find the right answer. I failed---)

    And who outside of the Ham or Astronomy community would even know what space weather was? Obama has done nothing but see how many things he could get his name on since he went in.

    The Space Weather part is an add-on to the existing HSPD-8. Nothing new, I think this is just to dump some more $$$$ into the hands of some crony contractors.

    I think the term "space weather" is just a subterfuge to cover for the real agenda which would be a cyber attack or EMP.
    Few people know that there is a "trojan horse" malware program deeply embedded within our power grid and computer driven control systems (read nuke plants for one). The bug is called Blackenergy and has been there since 2011 according to the CIA.

    With Obama preparing for war with Russia, and Russia controlling the Blackenergy bug it stands to reason that the gov fears an EMP or cyber attack as an opening salvo of the war.

    I edited this to add that Russia, Iran and North Korea have all said that they would attack us with an EMP or cyber attack should it come to war.

    Space "weather" is real enough as it relates to how the earth reacts to what's going on out there. Whether or not it can or will be used to conceal manmade effects here on the ground is not currently knowable. Could be? Sure, nefarious schemes abound. Do I think it might? No, I don't; I think attacks will be recognized as attacks. It is yet to be determined if we have the will to resist and retaliate (or defend ourselves if you prefer softer terminology.)

    I agree that space weather is real...but there has been no recent event or "near miss" of any sort that would prompt this sudden concern. There has been cyber attacks, and grid down events, particularly in the Ukraine which was caused by the same Blackenergy bug. In reading the EO, nothing is actually going to be done to fix it, in typical government fashion they are just going to talk about fixing it.

    Sudden? 2011 is sudden? Frankly, I see nothing sudden about it.

    Also, your link to the trojan horse bug is to a page dated in 2014. I am personally aware of actions taken as early as 2004 (well before I retired) toward infrastructure protections from cyber attacks. These are ongoing and (so far) surprisingly effective.

    It does not surprise me at all that there have been effective attacks in the Ukraine and other former soviet client countries. The Russians were the fox in the henhouse; they built the systems and therefore knew the vulnerabilities.

    I guess with the speed government operates that 2011 would be considered sudden.

    As for Blackenergy, this Jan. 2016 article claims it is still active and evolving.

    I recall the recent hacks into the White House and IRS, as well as other government facilities seems to imply that someone is testing their ability to compromise our systems.
    SCADA systems such as water filtration and other utilities, have also been hacked.
    So it would still seem that the EO is more geared to protecting critical infrastructure, but even if it is space weather, anything the government does to protect is better than nothing.
