The Second Amendment is not about the right to bear arms. That's because the right to bear arms is a natural right and thus requires no government approval. It's natural because it's based on the right to defend oneself, which is part of English common law. The problem is that the right to defend strangers is not a natural right, and because the U.S. had a small standing army, it needed militias to supplement it. That's why the context of the Second is Art. 1 Sec. 8 and the Militia Acts. Thus, the Second is actually a form of gun control, as it was the origin of mandatory national service.
