Anyone know why DHS and ICE need 450MM rounds of ammo?

    X days of combat operations including resupply of Y people is one h of a lot of ammunition, isn't it? We've had wide open borders for decades. We have no clue who our guests are.

    Actually no. This is an IDIQ contract. That means indefinite delivery indefinite quantity.

    What that means is that DHS negotiated a fixed price contract for ammo for a total maximum delivery quantity, but does not have to buy that amount.

    This allows agencies to place delivery orders for what they need without having to issue a new contract for each order.

    There is no requirement for the government to order any quantity above the initial delivery order.

    IDIQs are done to save time and money. With an IDIQ the government does not have to buy and store stuff they may never use, but agencies can get what they need for a preset price with preset delivery terms.

    The thing that has always bothered me about IDIQ purchase contracts is that they get into the budget, then if not spent, the committed funds can be diverted to something else rather than returned. I suspect some has gone to operations that should not see the light of day. Multi thousand dollar commodes and several hundred dollar hammers come to mind ---

    There a couple things to like about IDIQ contracts as well. For one thing, it allows preselection of competent contractors that can perform no matter the job requirements. Whatever else you might say about (for examples) Bechtel or Halliburton (or Xe) they have the resources and talent to move quickly.

    Can't argue with any of that. For ammo an IDIQ makes perfect sense.
    They can order what they need and not waste money on what they don't.

    Government contracting will never be perfect, but IDIQs are one of the smarter ways of doing it.

    The feds don't use training ammo in the field. We shoot duty ammo unless you are training at the academy.

    A while back a group feds was out at my local range training for a week. They brought 90k rounds with them and shot almost all of it. It was Winchester Ranger frangible though.
