Small nukes are a bitch to find, easy to carry and would do incredible damage to the infrastructure. In the 1950's the military had man portable, mortar shell type, and air to air warheads that were all portable and I am sure that the major nations could have improved upon them by now. I have no idea what the next war is going to be like, but it probably be one heck of a pain to try to survive in.
Ain't no tin foil here -- I'm fairly sure that "suitcase" nukes can be made if not already. I can say with certainty that there were no air to air weapons built (unless prototypes to prove the risk to the firing aircraft) and there were no man portable "mortar" type weapons for the same reasons, ya wanna be a ways off when they go blooie. The Davy Crockett missile is about as close as there is to manpad, tho' with a weight of 50 lbs and more when the launcher is included, it's a more than one man portable.
