Does anybody know what this is? Former .mil I need your help

    Anybody know what this is?
    I found it on the side of the road. Looks military. It's painted in the standard military green.
    Solid steel, maybe 20" In that socket in the center there are small cutouts.
    It is not a mortar baseplate.
    Looks like a foot/pad for some piece of machinery.

    It looks similar to a Cranes outrigger stabilizer foot ,,, just a hunch ,,,
