Not really Light aircraft - yes. Drones? No. The EPA has used light aircraft for at least the last 10 years. Drones on the US Mexican border? Yes - but they do nothing with the information - so - pppffffttt. Even Fox News has walked back that story. Cool tune tho.
FWIW, this is not new and the FDA and their insurance group has been doing the same thing for years with Satelite Cameras. Yes boys and girls there are large and small scale farmers who claim a loss they had insured by the US Gov but they never even planted the crop! The key to this type survey is a data base and the various hues, in differnt color groups that each crop has. Think there is fraud? Just do a time study of a given area and ka-boom! No way to beat it. Do not pass goal, go stright to jail. Oh, the same works for Pot Plants, the expensive "medical" type.
