Did not check the site but it was in the "news" a month ago. IMO, ALL forms of com will be controlled and even short wave radios may be blocked and/ or highly monitored. Pre plans are important and may be the only way to get "ahead of the curve".
If they can control or prevent the communications to and from the people it will make what they are doing easier and will have the upper hand with surprise.
The FCC is basically a "Paper Tiger" in todays Communications world. They have almost NO Field Staff any more, and are a highly Centric Beurocratic bunch of Political, Hacks, since the gutting of the Commission, back when VP ALGore, reinvented it, and riffed, fired, and reTIRED 90% of the Field Operations folks. They can't do much in the way of Enforcement, in the Field, these days. We have discussed this in previous threads, here on the Monkey. These DC, based Crats, can only write a bunch of Regulations, and make pronouncements, but they just do NOT have the Field Staff, to go out and FORCE anyone to do ANYTHING. ..... YMMV....
As long as NONE of the local Broadcast Stations complain... What little Field Staff the Commission still has will track down Pirates, IF, and this is a BIG IF, there is a complaint. The rest of their time is taken up with "Safety of Life And Property" Interference Issues, where there are Problems with Public Safety, FAA, and Marine Communications, and interference. These take PRIORITY over ALL other Issues. Hams police their Own Bands, and gather their own information, then turn that over to the Resident Field Agents, for action, when they have time. ....... YMMV....
