The ninth is pretty crucial, too. We are sovereign, and our rights do not simply start nor end with the Bill of Rights. As for the government, it isn't supposed to operate outside the confines of the Constitution --that is its main purpose, after all. It has no power we haven't delegated unto it. Any and all perceived authority derived by government, for government is called arbitrary. Also, any laws in contradiction with the Constitution are unconstitutional, and therefore null and void.
