Teaches or demonstrates to any other person the use, application, or making of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder” How it will be Perceived/Explained: The way that they drafted the bill, and the portions that will be either emphasized or broadly digested will be the portions related to people “knowing” that they’re preparing someone for some “civil disorder”. They might even say that this law can be used against Antifa, which it could, but will it? Talking heads will go on television, hyping up that this is a good measure that will criminalize people training for acts related to domestic terrorism; although why would we need a law for something there’s already a law for? That could be addressed already by Virginia law § 18.2-46.5. How it can be Enforced: The most dangerous words in this proposal are “knowing or having reason to know” and “in furtherance of”. The reason being that intent is no longer really required, leaving every gun range owners and employees susceptible to prosecution for simply doing business. It’s plain as day why this language is the way it is, because with these key words, only loose connections need to be Furthermore, civil disorder is also quite a broad term as well to be concerned about. The second and also third portion of this bills is as follows: “2. Assembles with one or more persons for the purpose of training with, practicing with, or being instructed in the use of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, intending to employ such training for use in, or in furtherance of, a civil disorder; or 3. Assembles with one or more persons with the intent of intimidating any person or group of persons by drilling, parading, or marching with any firearm, any explosive or incendiary device, or any components or combination thereof.” How it will be Perceived/Explained: Well now this will try to put you at rest from thinking that someone can legally start up some kind of training camp to prepare people to wreak havoc on your city, which with the way the law is written it can certainly be applied in that fashion. the is more information on the site I didn't post it all... I don't think this is going to sit well with some of them Appalachian boys . 2020 is getting more and more important .
It will make conceal carry classes, teaching some one to hunt, how to not accidentally shoot them selves in the foot all illegal. Looks like a good way to curtail amendments 2, 4, 5 and maybe 6.
If it passes look for a voter referendum the following election to overturn it. This one would be fun and quick if it made it to the USSC. Politicians should be required to understand things before they write laws about them. In fact, I'd like to see a law where blatant stoopid from a politician would cause removal and then replacement via a lottery of registered voters. Maybe that's where our politicians should come from in the first place.
If the populace was educated I'd say yes, but they have been dumbed down for decades and many are simply incapable of making serious decisions.
Get away from the DC metro area, you'll find folks that can think and don't stampede. They will NOT react well to this horsepucky. The main problem is that they are outnumbered in exactly the same fashion as New York upstaters are.
Which is why the Electoral College process needs to be expanded to the state level. NY, IL, WA, CA, are ALL afflicted with this problem, and is one of the reasons I left Upstate NY 20 years ago.
A little off subject, but referring to the Electoral College,, I read where Fakeahauntus Warren says she’ll abolish the Electoral College before her 2nd term as president. If she actually thinks she’s got a chance to be president,,, somebody’s blowing smoke up her wigwam.

And by extension, wouldn't this make the State Militia null and void? How about private security, or, my favorit, force multiplication with the U.S. Mil employing civilian contractors, and using them to train U.S mil personal???? That alone is a multi Billion per year deal, somebody is going to be very very pissed off at loosing all that money, currently set at 11.6 billion per fiscal year!
Exactly. Trouble is, the Constitution is mute and cannot speak for itself, it has to rely on the courts.
I think the key statement is Training for hunting and or concealed carry/ self defense classes would still be authorizes unless you Knew ahead of time this was occurring... However it might cause additional issues for Law enforcement as LEO training is designed to be used /employed is response to a Civil disorder... just my 2 cents...
Just the kind of fuzzy law that will get good people killed and turn local police into the enemy of the people.
