I've seen estimates that at least 10% of the population is, in layman terms, crazy and require medication to more or less function. In a SHTF situation that percentage will increase, and medication will be non-existent, the best treatment available might be a slap to the face. If someone loves them and can provide for them, physical restraints (as in chained to a bed or wall) is another option, but if allowed to roam and cause problems they will have to be put-down like a mad dog!
