From the article: "The deaths have dismayed scientists who track wolves to study their habits, population spread and threats to their survival." (emphasis added) I don't get it. First they want to know what kills wolves, and now they're upset that the wolves are being killed?

Of Wolves, Bureaucrats, Biologist-Activists, and Assorted Parasites - SurvivalBlog.com Sort of a similar even going on in Bhutan as happened with wolves: "do gooders" want to make the area the last bastion/breeding ground for tigers. They just think tigers would be so happy living there . . . of course, they don't really want to hear any negatives from the Bhutanese people who will have to live with the tigers in their back yard.
