seems to me giving them "money" is part of the problem. let them come to the shelter for a meal.
Making people comfortable in poverty is not helping ANYBODY.

mil pay in 1972 when I joined the USAF to avoid being drafted....

    E1 under 2 years service - $288. $1.80/hr IF you just worked a 40 hr week.
The min wage at the time was $1.60/hr. I suppose the slop served up at the chow hall was worth something and the accommodations sucked - but a bed with a non-leaking roof (in the NV desert) had some value..
    ____
The $1.60 rate was the federal minimum wage in effect from July 1, 1971, to June 30, 1975
Adjusted for inflation, that would be $12.56 today. So, comparatively speaking, a far better wage than todays dollarettes.

    ___
    Today?

    4. Must have 4 months of active duty or more.
    5. Basic pay for an E-1 with less than 4 months of active duty is $2,144.10.

Yes, if you want to have a 'volunteer ' Army, its going to cost you.

never answer questions like these directly.
    "how many do YOU have?"
    "why do you ask?"
"what makes you think I have ANY?"

I remember in late 1970s, when I was an E-4 at Tyndall AFB, I was making the princely sum of about $550 or so.
Just found a chart online, an E4 over three years in 1979 was making $603.90 - my dusty memory wasn't too far off.
Food at the chow hall was actually pretty good. I put on weight. They actually served fried rabbit and even chitlins on occasion. (I avoided the chitlins!) This was in North Florida, near Panama City, so Southern cooking prevailed.
My barracks was a single floor "Ranch Style" in a U shape, two wings. Two men to a room til I made E-4 then I got my room to myself. I enjoyed my time there. :)

Speaking of 'volunteer', at 18 in 1975, I went to sign up for Selective Service, as Federal law decreed. The lady there told me to not bother, "the military is drawing down"! She literally wouldn't let me sign! A bit miffed at this slight (and her apparent ignorance of the law), I went to the USAF recruiter and volunteered. Went on Delayed Enlistment in Sept. of 1975, went active to bootcamp in January 1976. (y)
