It is basically a purported unifying Federal plan for synchronizing health assets in preparation for, during and after a national level disruption in health care delivery due to any man-made or natural cause. It seems ominous. EDIT: Now that I have read key parts of it, there are a lot of broad statements lending themselves to broad interpretation, particularly related to global efforts.

They purposely write it loose enough to craft it later to fit their needs.
