The DL has had 10 meetings with recent sitting presidents, including Clinton (the most meetings) and Bush during occasional trips here. Oba-imam will not consider that until he has first met and talked with Commie China's leadership. A leadership that practices repression and bloodshed of the DL's followers and their homelands. Hmmm... wonder just what advice our debt-holders in Beijing are going to tell him he should follow concerning the Dalai Lama.
