    Them artist would be having some fierce competition at an auction, for a penny a gun!!

    no one said there would be an auction. He would simply pick an artist, and sell them direct.:(

    I don't think you could do that by law as it would set an illegal precedent most likely. If he can mandate a direct sell of "government" property (be it local or otherwise) for well below market value (essentially free at a penny) to one particular individual, what is to keep him from giving city land for the same cost to his buddy or favored constituent? I am sure there are laws within the city charter on how sales are to be performed to keep no conflict of interest from coming up- let alone any cronyism from taking place.

    That is why I suggested there would be an auction- but I could be wrong..... I am not from his city. If you tried to do something like that in our town they would put you thru a public flogging and you would be done as a politician!!

    I have always detested the term "BUYBACK"..... when the 'H' did THEY ever own them before the current owners? Just how are they 'buying back' anything? Call it what it is, gun confiscation with greatly reduced market value paid.
    Our PD locally used to sell guns back to the public by auction - I do not know if they still do. I haven't seen it advertised for years.

    Seattle is getting ready for another "buyback", thinking about going down and seeing if I can score some good deals ;)
    @Seawolf1090 I agree with your logic, never understood how they call it a buyback. I just think it is "funny" that they assume they have some vested interest in the weapon as if they at one time, owned it, and they loaned it to you.
