I think that is covered by #3 if I am not mistaken.

Lemme give this a try from a simple, common perspective...

    1. What has happened?
Our country has been infiltrated by either corrupt people, Manchurian ZOMBIES, or aliens (space or inter-dimensional). Also, I do not have enough Doritos to munch on.

    2. What needs to happen?
Well, first -I need to feed. Doritos time, yeah prioritAYS! Then, we can worry about that other stuff. Whatever it was I was thinking a moment ago. *stomach growls* Oh, I know...you want some GMO corn little tummy? Okay!

    3. How can I make it happen?
Hum, I could just go to Wal-Mart. Car keys, where did I put the -Oh, there you are! Get into car, drive, obtain Doritos. (25 minutes later) Problem solved. I sure am glad I thought this all out.

    4. Implement the solution.

Unless one implements a workable solution to the problem, the problem remains.

    5. Evaluate implementation....

Has the solution solved the problem?
Has the solution created a bigger problem, or a different problem? (unintended consequences)
Have the problem parameters changed (for better or worse)?
Is there a better, more economical / efficient /effective solution?

Three simple questions. As @Brokor pointed out the superficial and oblivious could easily answer. For a person of depth those questions are not so easily answered.

When you first posted this I wrote these three questions down in the cover of my journal. I visit these questions often when I am trying to solve an issue. Sometimes it is easy to get to the answer, other times it takes some time to find the correct path. IMO if I stick to these simple steps, I do not get bogged down with irrelevant thoughts.
