Jul 29, 2013 Russia began observational flights over the United States on Sunday under the international Open Skies Treaty, officials said. The monitoring missions are being carried out by a Tupolev Tu-154M/LK-1 aircraft through Aug. 12, RIA Novosti reported. "The missions will be carried out from the Travis Air Force Base [in California] and Wright-Patterson Air Force Base [in Ohio]," said Sergei Ryzhkov, head of Russia's National Nuclear Risk Reduction Center. "These will be Russia's 23rd and 24th monitoring flights in 2013 over the territories of the Open Skies Treaty member states." Russian military inspectors, along with U.S. specialists, will monitor surveillance equipment aboard the aircraft. The Open Skies Treaty allows participants to conduct unarmed aerial observation flights over the territories of its 34 member states to promote openness of military forces and activities. I would suggest they are doing aerial recon of Northern nuckie sites, of our roadways/railways, military installations, infrastructure and so on. Nothing more than an intel grab of our nations heart and soul..... Whoever signed and authorized this treaty, participated in approving or voting for it and so on, needs to have there heads loped of.... theoretically of course. Not that I would condone such an action....

Hrm, most highly critical and top secret military "merchandise" is trucked or railed underground, so I don't understand the reason for "openness of the military" by permitting foreign flights if this is the official excuse. Also, to assume foreign intelligence is not on the same page as little 'ol me would be insulting. No, there's an ulterior motive at play here, and we may never know it fully. If we look at these "Governments" as they truly are --that being, just enormous corporations each vying for supremacy on the world stage, then it begins to make more sense.

30 years ago when I was a young, fresh from basic training airman in Alaska, we would have done just that. Bear bombers invaded US airspace about once every 1.5 weeks. Full of cameras and who knows what else. We would send a couple of F-15 Eagles up to inform them their navigation systems must be malfunctioning and escort them back into Russian airspace. The Eagles were loaded with much more than just cameras. My guess is non-compliance by the Bear would have resulted in an international incident and recovery of dead Russian aviators. My how times have changed.
It isn't just that they are overflying...they are doing it FROM OUR BASES! They had to GET HERE IN THE FIRST PLACE and one of those bases is in the middle of the damned country! Ok, so we are a signatory to the treaty...um, we can always BREAK THE TREATY instead of being complicit in our own destruction... Damn...IT!
