So, what ended up happening with the genny was: there were reserve units training in our area, so I thought that MAYBE it was theirs and they just forgot it, so I gave it until my second of four checks to see if they would come back for it. It was still there six hours later, so I rolled it to a nearby 5-ton and put it into the cargo bed, then logged it. @Yard Dart was spot on; it isn't a thing of trying to make life difficult for people. Actually, it's making life easier on them when I find it and secure it. It might even earn me a favor later down the road, although that is secondary to saving the taxpayers money and keeping fraud/waste/abuse down. That little guy would have filled a big gap in my preps, though!
