Hardening the electrical infra-structure and systems is only common sense - which is why it basically isn't being done. The Fed_Gov doesn't want to put money into something that 'might' help later.... sometime down the road. Much better to pour FIRNS into the Black Hole of entitlement programs and buy votes NOW.
