A simple test like the one given to legal immigrants trying to get legal citizenship would be the answer to elliminate the ignorant and ill informed. Prior to the War of Northern Agression, there actually was a 10th Amendment, and States could actually decided who could vote in their state (not the federal government). Even today certain states (mostly southern) have immediate Federal Oversight on changes to voting laws. Most Northern states do not have the automatic oversight. Is that fair? Took the test, missed 28, 63, and 95. One wrong guess, one interpreted narrowly, and one out and out wrong. Got two other guesses right. The CSM website loads slowly, so block out some time to take it.

In fact, since 'communist' and 'socialist' do not directly fit in as economic systems by definition for some, perhaps it is best to answer 'capitalist', which really has become 'corporatist', but I digress.
