We can thank John Walker and his traitorous family for giving the Russians our stealthy submarine tech back in the 70's. Of course, Slick Willy did the same for the Chinese later.... Most people don't realize just how big and deep a body of water the Gulf is. Most think it's basically he coastal waters off Florida and Texas.... it stretches all the way around Mexico down to the top of South America, and gets to some thousands of feet deep. Plenty of room for a deep diver like the Akula to operate in. Get under a thermal layer, and she's pretty well hidden.
