oh....that has never been a problem for conservative governments. The maintenance and upkeep costs have to be met somehow...why not from the users?

Which we already pay for with our taxes... Fees like these NEVER go back to the resource that provides the income. It's just another way for the $tate to keep $pending our money without bothering to consider how to do it for less.

I'm not justifying the practice, I'm just illustrating the reasoning used by governments to fund the pork barrel rodeo that they run for the benefit of their re-election. Pork Barrels don't come cheap.

As often is the case, that is so....sometimes they go to pay for the profits of the private corporations that extort the revenue on the governments' behalf. That's private enterprise at its finest. N.S.W. conservative governments have a track record of paying for road infrastructure development under a "user pays" rubric by selling the revenue collection rights by public tender. The profits from such arrangements are privatised, and any losses incurred are usually subsidised from the public purse.

@Don't "Then there is all the fed lands and military installations. They do not belong to the state..."
That land would be returned to the state, of course. Why wouldn't it? They only country that I know in the world that has a large parcel of land which belongs to another nation is Russia's city of Kaliningrad surrounded by Poland (and I think Lithuania) which was due to WW2 and the Soviets/Russians refusal to return it because of its warm water port facilities. As far as military installations - well - a portion of it was indeed paid for by tax money from people within that state so at least a portion of it belongs to them also. It is a sticky point but not as major as succession.

"How will the states be able to force the right thinking parts of that state to go along with it?"
It has become obvious that the left-thinking part is now the major majority so the right-thinkers desires are voted down and matters not...just like everything else.

Sometimes the wrong right-thinkers vote down the right left-thinkers when they get the chance....the merry-go-round of thinkers...right/left - right/wrong almost certainly ensures that no one is happy at any given moment. ;) Tyranny by the majority, is no more agreeable, than tyranny by the minority, except the majority, and the minority respectively, acting tyrannically, usually find pious, self-serving excuses, to justify their tyranny....those who don't agree, well, there's often a reeducation / gulag / concentration camp to correct false notions. :(
