    No, not as long as it came from a Legitimate Source, and was carved on by a legitimate American Native, with Aboriginal Rights to such Whale Parts.

    That is the Statute as I understand it, Today... USFW is the authority on these things, so you should be able to google the Statutes involved. If the Marine Mammal Parts were taken legally, and the Native carves on it, it then can be sold.
